The current state portal is the Missouri Victim Notification Portal, or MOVANS. For a St. Francois County Jail booking, its search can expose custody location, status, and event information supplied by a participating agency. Registration can then be attached to the selected local record. The portal warns that a booking ID must be exact, so a copied identifier is better than a guessed name match.
MOVANS is secondary to the agency that created the event. Jail staff supply local custody information, and official Missouri material has described local jail uploads at roughly 15-minute intervals. That can support prompt alerts. It also explains why the sheriff remains the source for the exact release timestamp, type, and destination. Participation and upload timing should be verified in the live portal rather than presumed.
Use MOVANS for notice and orientation. Use the originating record for proof. That distinction is especially important when the portal reports a change without explaining whether it was bond, time served, dismissal, transfer, or another outcome. A court docket can explain the legal authority, but only the sheriff record documents the physical county-custody transaction.

Choose St. Francois Notification Records
St. Francois County has a county jail, two MODOC prisons, and a local state supervision center. A person described as a “Farmington inmate” could therefore belong to very different systems. The correct notification route depends on the last custodian, not merely on the county or city name.

Custody and court registrations are separate. A local jail custody alert does not automatically register the same user for later court settings. A court-event registration does not necessarily create a custody-change alert. That split matters after the jail episode ends while the criminal case continues.
Search St. Francois MOVANS Records
Use a booking ID when the St. Francois County Jail supplied one. If it is not known, search with the identity fields that the live portal offers and compare more than a name. Birth details, event dates, facility, and case facts can distinguish people who share a name. Avoid exposing unneeded personal data when saving the match.
- Open MOVANS and select the search for the relevant local custody or court record.
- Enter the exact booking ID when available. Otherwise use the displayed identity fields with exact spelling.
- Compare all candidates and open only the record that matches the known booking, facility, and event.
- Read the custody status, location, and event date exactly as the portal labels them.
- Compare a custody-ended event with the sheriff release sheet and the matching court disposition.
Failure to find a name proves little. It can reflect a spelling or alias mismatch, a wrong booking ID, a recent event not yet uploaded, a transfer, a different custody system, agency participation, or removal from an active index. St. Francois MOVANS Release Fields
The live interface controls which fields appear for a given participating agency and record. The field inventory supports the following categories, but it does not promise that every booking displays every item. A MOVANS result is a custody-information record and notification entry, not a complete historical release certificate.

A reported release or custody-ended event can corroborate that the feeding agency recorded a change. The sheriff record should supply the precise reason and destination for a county booking. Case.net supplies the legal disposition. A dismissal in one case does not clear another hold, and a transfer out of the county jail is not the same as release into the community.
Register St. Francois Release Alerts
Current local jail and court notification delivery uses SMS text and email. Registration should be made from the correct person-specific record. Keep custody and court-event needs separate, and retain the confirmation that MOVANS displays or sends.

Notification is not the underlying record. An alert establishes that the feeding agency reported an event. It does not certify that every charge ended, that no other custodian holds the person, or that a supervision term has ended.
Missouri VINE Rules Changed
Missouri changed MOVANS on May 5, 2026. The DPS transition announcement states that SMS and email replaced telephone-call and VINELink-app delivery. It also separates registrations by custodian. Local jail and court notices remain in MOVANS, while MODOC custody notification requests now go through DOC Victim Services.
Older tutorials may still describe an automated telephone number, a four-digit PIN, and repeat calls. Those were legacy instructions that ended on May 5, 2026. Under that former process, entering the PIN during a call acknowledged receipt and stopped repeat calls. Those steps are not current registration directions for St. Francois County users.
The date matters because both the delivery channel and the DOC route changed. A saved national VINELink article can therefore lead a Missouri user to the wrong app, the wrong confirmation method, or the wrong office. Current MOVANS and MODOC pages should control the process.
St. Francois MODOC Release Notices
Farmington Correctional Center and Eastern Reception, Diagnostic and Correctional Center are state prisons. For notification concerning a person in MODOC custody, use the MODOC Office of Victim Services, not the local MOVANS jail workflow. MODOC Offender Search remains useful for status. It covers active offenders, including field-supervised parolees and probationers, and excludes discharged offenders. A field location can support release from prison while supervision continues. A no-result cannot prove full discharge. For a complete state discharge question, request MODOC records and examine the sentencing case.
Note: ERDCC movement may be an internal classification transfer, so verify the destination before calling it a community release.
Confirm St. Francois Release Alerts
MOVANS does not replace the St. Francois County sheriff release sheet, a MODOC discharge record, or the court judgment. It also does not cover federal custody. For a BOP person, use the federal locator and federal records route. For immigration custody, use the ICE locator and responsible ERO office. A county departure to another agency is a transfer until the later custodian documents a different event.

That disciplined check protects against name confusion, update lag, and the common mistake of treating one custody change as the end of every legal matter.
If contact information changes, update the registration rather than assuming an old channel will still work. Keep the confirmation private and verify any unexpected message through the official MOVANS or MODOC contact route.
